PROPOSED POWER GENERATION FACILITY:

NOTICE OF COMMENCEMENT OF ENVIRONMENTAL SCREENING

CPV Canada Development Inc.

The provincial government's proposed Integrated Power System Plan, developed to better manage Ontario electricity demand and supply requirements in the short and long term, anticipates the addition and renewal of significant components of Ontario's electricity generation infrastructure. As a result, new power generation sources will be required.

In response to this identified need, CPV Canada Development Inc, through a project company ("CPV"), is proposing to construct, own and operate a natural gas combined cycle power generation facility ("Nanticoke Energy Centre") with an approximate nominal capacity of 1200 MW in the former City of Nanticoke, Haldimand County.

The proposed site is Part Lot 7 Concession 4 located at the southeast corner of Concession 4 and Nanticoke Road (Haldimand Road 55). The proposed development will occupy an area of approximately 15 hectares of the 80 hectares site.

The proposed facility would use advanced combined-cycle power generation technology, a proven and highly fuel-efficient technology. CPV is currently preparing a study of the environmental effects of the development and operation of the proposed facility. The study is to meet the requirements of the Environmental Assessment Act of Ontario and the associated Environmental Screening Process (Category B) as specified in Regulation 116/01, the Electricity Projects Regulation. This process includes an Environmental Screening and an Environmental Review Stage. CPV is committed to consulting with the public and other stakeholder groups in the development of the proposed project and has initiated preliminary stakeholder consultations. CPV is developing and implementing a thorough stakeholder consultation program to share information, understand issues, and ensure an effective dialogue with a wide range of stakeholders. CPV will be holding additional community Open House meetings to provide an opportunity for stakeholders to learn more about the project and discuss various aspects in greater detail. The date and location of these Open House meetings will be announced in the near future.
